Ang Tinig at Tanglaw ay isang online literary zine na nagnanais na sayasatin ang mga kampanya ng mga kandidatong tumatakbo bilang presidente ng bansa noong Halalan 2022. Itinatampok nito ang mga tema ng kapangyarihan at pagtutol habang tinatalakay ang campaign literature ng bawat kandidato.

“Pilipinas / Diyos Muna / Ikaw ang NaISKO Don’t Panic, ISKOrganic / Switch to Isko / Isigaw mo Isko” This is the election jingle in which Isko Moreno have campaigned with his tagline : “Bilis Kilos, Tunay na Solusyon, Mabilis Umaksyon”. These phrases showcase his general leadership theme. Many of his colleagues have described him as detail-oriented. A commonly used word is obsession with his work. This can be seen in constant visits to his projects, such as the publicized weekly livestreams and his check-up visits in COVID-19 vaccination efforts. “Man of the People, I am one of you”, this was a subliminal message being communicated by Isko Moreno in his appearances, which also communicates his leadership theme. He narrates that him being a child born from poverty, he knows the hardships of the poor and thus sees things more clearly. He positions himself as a leader that knows the concerns of all communities, and thus can lead them forward and above their current circumstances.

During his presidential campaign, he has presented numerous platforms towards the public, one of which is regarding public infrastructure. He sought to address food security and healthcare issues using advanced technology and building of regional hospitals, respectively. He was also started the beautification of Manila City, his well-known acts being the clean-up of Divisoria and public spaces to be more suitable for tourism. Peace and order is also his staunch platform. In fact, even though he has been vocal against the current President Rodrigo Duterte during the 2016 elections, he advocates for the continuation of the “War on Drugs”; however, it should be without the extra-judicial killings. On the other hand, he also would not protest against the investigation of the International Criminal Court (ICC) to investigate the human rights violations that occurred during President Duterte’s “War on Drugs.”

With regards to his candidate personality and imagery, aside from being a known as a detail-obsessed politician, he is also known for being a “political butterfly”. As stated previously, he was also outspoken in his disapproval of the current President Rodrigo Duterte’s 2016 presidential campaign. However, during the recent 2022 elections, he has made statements that poses himself as pro-Duterte administration. According to political analysts, this move is done to give himself a better voter resonance. There were very prominent stances against the current administration, yet not much for pro-administration. When faced with these questions, Isko Moreno’s camp has responded that as a candidate and a current government official, Isko will make decisions based on the needs of the people, not solely based on whether what political party is a project aligned with or whether the partner is a political opponent. As long as it benefit for the people, Isko would do it. Furthermore, Isko Moreno also presents himself to the public as the better candidate between the heavily-colorist political parties, in which he labelled as “pula vs. dilawan-pinklawan”,particularly stating that if either of these candidates win, then political fall-out may be too much to handle for the Philippines. With this narrative, he was able to get close to those who are either of these candidates’ supporters.





During his campaign, his “I am one of you” narrative also played a role in outlining his leadership theme. If people were to be asked on their impression on Pacquaio as his candidate, his strong appeal of the religious sector has made him very prominent in the eyes of the masses. His leadership theme is very pro-poor, but what distinguishes him is the feeling of “I have been in your shoes before, and now that I have risen up above my origins, I can also help you if you let me.” Including this in his leadership theme entices others, especially those in poverty, since it projects that being poor is not only a reality of life, but also something that can overcome if he’s the one leading the efforts. Furthermore, also with his religious narrative, he has a presumed upper moral ground, especially since the Philippines is predominantly Roman Catholic. Related to this, one of his main platforms is housing opportunities, which may be connected to his pro-poor campaign. Additionally, his anti-corruption geared towards public government officials also echoes many sentiments of the people. His religion-aligned views endeared himself and his platform to the masses.

With a tagline of “Man of Destiny: For God and Country”, Manny Pacquiao has campaigned while hailing of his poor origins. In doing so, he has already presented many of his platforms and facets of his personality. One is his “For God” phrase, showcasing himself as a candidate that greatly takes into consideration his religious beliefs, which resonates to a lot of the voter population. His “For the Country” narrative can be connected to his political platforms that are very pro-poor. Lastly, his “Man of Destiny” cleverly showcases himself in a protagonist position, like David against Goliath, who can overcome his odds and lead himself, and others, to greatness.

As for his candidate imagery, as implied above, he has put himself very near to the people, most especially to those living in poverty. Aside from his image in boxing, his empathetic “Mr. Genuine” character, aside from his religious persona, worked hand-on-hand with his platforms. “I am talking here in front of you, not as a trapo (traditional) politician. I am talking in front of you as your leader and protector.” These were the words he uttered in General Santos city, illustrating himself as a sincere politician that is different to the greedy officials. His words showcases a united and personable approach, and thus has become an aspect of his imagery projection. With relation to his religious narrative, he also somewhat portray his life experience something similar to David-and-Goliath tales who beats the odds. With that kind of imagery and his platforms, he was able to pull in people from poverty, as well as the people from the Mindanao regions that are Catholic-oriented.
